Is core workflow validation suitable for every project?

Does source-code delivery mean handover is complete?

No. Handover also needs deployment configuration, database changes, environment and account inventories, backup and recovery procedures, user instructions and known limitations. Receiving teams should be able to rehearse deployment or recovery from the documentation.
